I have the honour to acknowledge receipt on the

22nd instant of your despatch stating that Chang Shih

yi had been arrested by the Hsün chou water police in

connexion with the "Chit On" piracy and that $180 had

been recovered. You added that officers had been des-

patched to bring him to Nanning for trial.

I have the honour to observe that although more

than a month has elapsed only one person, Chang Shih yi

has been arrested. I shall be obliged if you will be

good enough to furnish me with evidence obtained from

him, and at the same time exercise your best endeavours

to arrest the culprits and recover the stolen property.
